Analyzes the main social functions of tourism, the particular group of actors operating within the tourism stakeholders. The analysis of the state policy of tourism development based on the creation of tourism clusters in specific areas. The paper emphasizes the need to develop a system of ethics of tourism in Russia as a prerequisite for the implementation of the cluster approach. The analysis of the principles and provisions of international tourism ethics. The article contains the prospects for the development of Ethics for Tourism.
